AGENDA: Development and Implementation of New Safety Standards for Civil Aviation in Response to the Increased Use of Unmanned Aerial Vehicles

STATES AND OBSERVERS: 27+1

Distinguished delegates!
We are pleased to have you at the ICAO Committee of the MSUMUN 2026. Our gatherings are only possible thanks to the frameworks established with the previous work of dedicated member states and the vigilance of countless professionals. They have created a network of safety that is actually making a difference in the way civil aviation operates today.
Yet, today, that remarkable achievement faces its most dynamic and disruptive challenge: the unprecedented and exponential growth of unmanned aerial vehicles.
From life-saving medical deliveries to precision agriculture, from infrastructure inspection to countless commercial applications, UAVs represent a horizon brimming with potential. They are a testament to human ingenuity. However, this new wave of aviation cannot be allowed to crash against the progress that has been reached in the area.
Therefore our primary goal is to figure out how to make the integration of the UAVs seamless and how to avoid the conflicts that cannot help but arise.
Let us work together to ensure that the sky, our one shared sky, remains a realm of boundless opportunity, safety and harmonious cooperation for all who use it.
Sincerely yours,
President of the ICAO
Polina Sultanshina

Honorable Delegates,
Welcome to the ICAO Committee. This year, our agenda touches upon one of the most pressing and dynamic challenges in modern aviation. The rapid expansion of unmanned aerial vehicles has already changed the landscape of civil aviation, bringing both new opportunities and urgent challenges while also raising unprecedented questions for airspace management, security, and international cooperation.
Our responsibility in this committee is to think how it can be implemented fairly and sustainably across all states. This requires balancing diverse interests, strengthening cooperation, and committing to solutions that can withstand both political and technical realities. I look forward to seeing your ideas shape meaningful debates.
Kind regards,
Vice-President
Santiago Bustamante

Dear Delegates,
I am delighted to welcome each of you to the ICAO Committee of the MSU Model UN 2026!
We have gathered at a pivotal moment. Unmanned Aerial Vehicles represent a new frontier in aviation, unlocking incredible possibilities. But where there is innovation, new risks inevitably emerge.
Our common task is to protect the future of the global aviation system from these emerging threats. We must create a framework that reins in the dangers to safety and security without stifling progress. This is our chance to demonstrate foresight and lay the foundation for a safe, efficient, and sustainable sky for generations to come.
Your ideas and solutions here today will become the guiding principles for action tomorrow. I wish you all productive work and constructive dialogue during our sessions!
Sincerely,
Expert
Zarina Kabirova
